National Reporting System Resources (NRS)

 

Implementing the National Reporting System (NRS) has required states to develop clear policy statements and procedures as well as design and delivery specialized training so all practitioners understand the policies and follow the procedures.  This web page is a collection of state policy, procedure and training options to be used as guides to develop and periodically update state guidance and training.

 WARNING:  These resources are not juried.  It is recommended that your staff or a workgroup review the samples and evaluate components of each.  For example, some policy pages still reference the GED Practice Tests as an assessment instrument.  These samples should be “adapted” not “adopted.” 

Student Goal Setting: 

The NRS is an annual reporting system requiring that students identify reasonable obtainable goals within the program year.  This page contains state policy statements that specify the rules for student goal setting, state procedures that detail how those rules are to be followed, and training modules to enable practitioners to know and correctly apply the policies and procedures.

 Student Assessment: 

The performance reporting standards of the NRS require that student assessment follow standardized formats.  This page contains state policy statements that specify the rules for student assessment, state procedures that detail how those rules are to be followed, and training modules to enable practitioners to know and correctly apply the policies and procedures.

 Structures, Resources, and Processes: 

To transition a state system from a “regulatory” system to a “quality” system requires restructuring procedures and processes that enable state and local practitioners to use data to determine program component effectiveness, identify and test alternatives, and integrate alternatives into their systems.  This page contains strategies that state and local programs are experimenting with to create those structures, earmark resources, and establish processes that enable that program improvement process.
