NAEPDC 2002 National Training Institute
November 6-9, 2002
San Francisco, CA
The NAEPDC Professional Development Workgroup, chaired by
Linda Warner (IN), continues their work designing an exciting 2002 Fall National
Training Institute for Adult Education State Directors and their staff members.
The invitation letter, logistics sheet, and tentative
agenda are now on our web site at

- Featured Training in using research to inform state
policy and practices
- Updates on the latest research
- Translations of those findings into standard English
- Using the Going to Scale process to pilot test and
integrate findings to improve the quality of your services
- Cheryl Keenan’s first presentation as Director of USDOE
DAEL will outline her vision of the future routes for adult education and
literacy
- “Resolving National Reporting System (NRS) Issues” in
which Cheryl Keenan and Mike Dean (USDOE) will resolve those remaining nagging
National Reporting System Issues
- NIFL LINCs staff will show you where to find the
alternative strategies you need to improve program services.
- NIFL Equipped for the Future (EFF) staff and
participating state directors will update you on their performance assessment
experiments and overview their work for new state directors.
- Randy Whitfield (NC) will moderate presentations by
states that have been successful in maintaining their state funding during the
recent state revenue short falls.
The tentative agenda on the web site details these and
other learning opportunities.
NAEPDC provides travel, room, and most meals for one person
from each member state. Others are welcomed at state expense. See details on
the logistics page on the web site.

quick update on the Accountability, Funding, and One-Stop Survey.
1. Less than 10 are in so far
2. KEEP IT SIMPLE. You do not have to collect new
data for this survey. Your responses are based on the “desk knowledge” of you
and your staff.
3. CLARIFICATION:
Item C12 (on p.15 of the survey) asks about Local Grantee
Funding Information. The final column of table asks for "Total AEFLA
funding"—this column should reflect the total of federal and state AEFLA
funding, if this information is readily available. Otherwise, please report
federal AEFLA funding alone (or whatever figure is readily available from your
financial information system) and indicate what sources are included in the
figures.
USDOE is collecting this information to help frame the
issues for the upcoming adult education legislation reauthorization. Therefore,
it is important to hear from you.

UPDATE
on WELFARE REAUTHORIZATION
The proposed Welfare options continue to meander through
Congress. There is a chance the various positions could come together and to
fruition this session, or they may linger until the next. Garrett Murphy, the
Policy Analyst for the Consortium and the Council, has been keeping close tabs
on the work and below is his current analysis.
