History of the Adult Education Act

Adult Basic Education, as with so many other educational programs, often has difficulty in truly reflecting the magnitude of outcomes for program participants. In recognition of this need, the US Department of Education, Division of Adult Education and Literacy (DAEL) is working with the State Directors of Adult Education to develop and implement a national reporting system. The project is being conducted by Pelavin Research Center in Washington, D. C. For further information, see

Pelavin Research Center is also developing Literacy Ledger to evaluate and pilot test the new National Reporting System for Adult Education measures.  Literacy Ledger is a database that maintains student records, achievement, attendance, and test results. The application and source code are freely available.

The advantage to using Literacy Ledger is that in the final released version it will have the ability to directly send its information to FAStR to satisfy the federal reporting requirements.
