MEMORANDUM OF UNDERSTANDING (MOU)

This page presents a growing number of resources for developing Memoranda of Understanding (MOUs) between programs funded under Title I and Title II of the Workforce Investment Act of 1998.

Most examples relate to local adult education agencies negotiating with their local One-Stop, however, there is at least one example of a state-level MOU.

As additional resources are submitted from the states, they will be posted.

    Iowa's document provides background, assumptions, and the required components of the MOU process. Iowa delivers program services through a community college system.

    Attachment A contains a really clear delineation of core measures, methodology, responsibility, and data sources.

    Attachment B provides suggested guidelines for cost allocations with many helpful examples.

  • Bulletin 1-99 provides a background for the MOU. At the end of the    Bulletin, you have two options:

New York's page contains a DRAFT template for developing MOUs.  Attached is a document entitled "Guidelines for Cost Allocation Plans."   It provides examples of how pooled costs may be shared among partners.

    Pennsylvania's "ABLE POLICY GUIDANCE 00-02" provides background information, guidance on formation of coalitions and the collective MOU, cost-sharing, local administration costs limits, and the components of the MOU.

Utah's document is a STATE LEVEL MOU between the State Workforce Investment Board (SWIB) and the One-Stop Partners. Pages 5-8 contain a very helpful chart of Core, Intensive, and Training Services with agency responsibilities and revenue attached.

Louisiana's comprehensive document contains both a state level agreement as well as guidance for local MOUs.  The state MOU specifies the responsibility of each agency including transition costs sources and Adult Education contributions of 1% of the federal funds to support one-stop operational costs.

 

The local guidance includes a template for the local MOU with two options:  (1) a single umbrella MOU and (2) MOUs between the one-stop and each partner agency.  The contract recommendations for the local MOUs is extensive.

Texas' documents include both state and local MOUs.  The state multi-agency MOU cites the responsibilities of the agencies under the agreement.  One local MOU is between Adult Education and the LWIB and the other is a multi-agency MOU.
